fix: `--experimental-ssr` fixes (#2937)
* Replaced `--experimental-ssr` with `isBuildingToSSR`
* changest
* Improved `isBuildingToSSR` a bit
* Added `isBuildingToSSR` to more places!!1!
* Added `@deprecated` tag
* Replaced missing experimentalSsr
* Added failing test
* Removed test
* Re-added experimental ssr flag
