[WIP]Fix calling `Buffer.toString` with `(offset, length, encoding)` (#3467)
* Allow `toString` to be called with `(offset, length, encoding)`.
Close: #3085
* handle undefined value
* add tests for buffer.xxxSlice
* fix parameters
* fix offset and length
