Support setting a timezone with `process.env.TZ` and `Bun.env.TZ` (#3018)
* Support setting a timezone via `process.env.TZ`
* Implement `setTimeZone` in `bun:jsc` module
* [breaking] `bun:test` now defaults to `Etc/UTC` timezone
