Azure: Ubuntu 18.04 (#1558)
* Azure: Ubuntu 20.04
Update to Ubuntu 20.04 on our CI tests on Azure.
`ubuntu-latest` will soon be changed from `18.04` to this anyway,
doing the change now and explicitly will help us to catch potential
issues.
* Ubuntu 20.04: Python Updates
Python3 by default, keep PYTHONPATH with sudo.
