Move warning logger in ablastr (#3154)
* initial work to move the Warning Logger into ablastr
* progress with warn manager class
* moved Warning Logger in ablastr
* fixed bugs
* Fix: `SpectralFieldDataRZ.cpp`
Missing include for `WarpX::getCosts(lev);`
