Add amrex REPO and BRANCH flags for python builds (#2845)
* Add WarpX_amrex_repo and _branch options to Python
In python setup, environment variables WARPX_AMREX_REPO and
WARPX_AMREX_BRANCH will now set these variables
* Update documentation with new compile envvars
